Role of the Urban Planning and Permit Division
The main role of the Urban Planning and Permit Department is to see to the verification of all requests for permits and certificates. The members of this department must ensure that permits and certificates are issued according to the terms of current by-laws, regulations and policies.
This department must also ensure that the various municipal regulations related to zoning, construction and nuisances are closely observed throughout the Town. The Urban Planning and Permit Department receives and processes complaints related to the non-observance of municipal regulations.

- The department’s role involves planning, managing and controlling the Town of Pincourt’s land use planning in accordance with the policies enacted by the municipal authorities.
- All residential, commercial, industrial and community development projects are submitted to the department for examination in order to make sure they are in compliance with the municipality’s policies, the various master plans and the various regulations that may apply.
- The department makes sure that all regulations related to the urban planning project (zoning, construction, subdivision, Urban Committee and minor derogation) are observed throughout the territory of the Town of Pincourt.
- The department sees to the proper issuance of all required permits and certificates related to construction, renovations/repairs, outdoor installations (pools, hot tubs, sheds, fences, patios, etc…), garage sales, watering, tree cutting, and more.
- The department receives and processes the many requests and complaints by citizens regarding nuisances and other regulations that may apply.
- Members of the department reply to questions and requests for information from citizens, professionals and other individuals regarding regulations that may apply to their project.
- The department is made up of 4 permanent members including one secretary, two inspector-technicians, and one director.
- In spite of the massive development work taking place on its territory, the Town of Pincourt is maintaining more than 30% of its territory in the new urban forest developments.
A few interesting numbers
Since January 1, 2004, the following has taken place on the territory of the Town of Pincourt:
- Over 720 new residential constructions;
- The construction of a new high school and a major grocery store;
- More than 1,100 permits of all kinds (installations, renovations and more);
- Over 1,700 certificates of various kinds (garage sales, watering, tree cutting and more);
- Opening of over twenty new roads.
